“한 명의 나쁜 장수가 두 명의 훌륭한 장군보다 낫다는 말이 있는데, 이 말은 비록 열등하지만 한마음으로 지휘하는 군대가 서로 다른 목적을 가진 두 명의 우수한 장군보다 더 낫다는 의미로 받아들여진다면 사실입니다. 그리고 이는 모든 합동 작전에서도 마찬가지이며, 교전 당사자들은 공통의 목적만 바라볼 수 있고 수단 선택에 있어서만 다를 수 있습니다. 폭풍우가 몰아치는 바다에서 배에 탄 그 누구도 배가 가라앉기를 바라지 않지만, 너무 많은 사람이 지시하고 한 사람이 통제할 수 없기 때문에 모두가 함께 가라앉는 경우가 드물지 않습니다.
