“나는 각 개인이 다른 사람의 권리를 현명하게 방해하지 않는 한, 자신과 자신의 노동의 결실에 대해 자신이 원하는 대로 할 권리가 당연히 있다고 믿는다. 국가로서 각 공동체는 다른 국가의 권리를 방해하지 않는 한 그 국가 내의 모든 관심사에 대해 자신이 원하는 대로 할 권리가 있으며, 일반 정부는 원칙적으로 전체에 관한 일반적인 종류의 일 이외의 다른 것에 간섭할 권리가 없다.
