“국민의 자유를 제한하는 것이 얼마나 위험한지 충분히 이해하지 못하는 것 같아 두렵습니다. 가장 엄중한 필요성 외에는 그 어떤 것도 그것을 정당화할 수 없습니다. 정부는 국민의 공통된 권리를 방해하거나 어느 정도라도 위태롭게 하는 것으로 해석될 수 있는 일을 하기보다는 관용의 극한까지 가는 것이 낫습니다.
