“현재 경륜의 시대에는 대다수의 공장이 작은 독재 체제이며, 어떤 경우에는 자비로운 반면 어떤 경우에는 악의적인 경우도 있습니다. 자비가 우세한 곳에서도 노동자들은 스스로 선출한 것이 아니라 위에서 임명된 감독자의 통치를 받는 수동적인 복종을 요구받습니다. 이론상으로는 민주 국가의 주권자이지만 실제로는 소수의 독재자의 신민으로 일생을 보내게 됩니다.
