“선례는 위험한 것이다. 그러므로 정부의 고삐를 든든히 잡고 흔들리지 않는 손으로 잡아야 하며, 헌법을 위반하는 모든 행위는 견책을 받아야 한다. 헌법에 하자가 있다면 개정은 가능하지만, 헌법이 존재하는 동안에는 짓밟히도록 방치해서는 안 된다.
